Toronto’s Executive Committee has adopted a public developer model under the Toronto Builds Policy Framework, led by the new Housing Development Office (HDO). According to the report, the HDO office will coordinate all City-led and supported housing developments, streamlining delivery through three models: direct builds, partnerships for construction and operation, and development partnerships.
The implementation plan shows a key policy shift towards rent-geared-to-income (RGI) housing, ensuring deeper affordability by tying rent to 30% of household income. Additionally, Community Benefits Plans are now required for large-scale developments, with minimum 10% targets for local hiring and diverse procurement. Monitoring, community engagement through local councillors, and input from the Community Benefits Advisory Group will shape requirements for smaller projects.
